The government agrees with the proposal that the driver’s license be awarded 12 points per year, if the driver does not interrupt traffic, the points will be added or reinstated.
On September 2, the leader of the Traffic Police Directorate, Ministry of Public Security, said that this was the content that the Government agreed to include in Resolution 123 after the thematic meeting on law construction in late August.
The Government agreed to supplement the Resolution if in one year the driver has deducted the 12 points, he must retake his driver’s license. If not all points are deducted, authorities must reissue 12 points to apply for the next year or in a year in which the driver did not commit the offense, points must be added, or points recovered.
This is to encourage the driver to comply with the provisions of the Traffic Law and ensure fair work, fair reward and punishment.

The Government claims that adding and subtracting points on driving licenses is only a management measure, not a form of administrative sanction. The authority, the bases, the order and the implementation procedures will be specified in order to guarantee simplicity, reasonableness and avoid problems for people.
The Ministry of Public Security was allowed to receive and review the bill to guarantee order and safety of road traffic. This law is separated from the Road Traffic Law, which deals with traffic regulations; driver training, testing and licensing; registration and issuance and revocation of motor vehicle license plates; organization of traffic safety and command and control of road traffic; solve traffic jams and accidents; law enforcement measures to detect and address road safety violations.
According to the representative of the Traffic Police Department, in the next draft, the unit will absorb and supplement under the direction of the Government. The 12 points specified on the driver’s license correspond to 12 months of the year. The Ministry of Public Security will not put scores directly on the driver’s license, but will encode and store it in the driver’s license data system. When there is a penalty decision, points will be deducted in the data system and when handling violations, the traffic police only need to look up at the machine to find out how many points the driver has.

In the event that all points are deducted from the driver’s license, the driver must take the test again after 6 months. Within one year from the last point deduction, if the driver has a driver’s license with points remaining, the points will be reinstated.

In 2003, the authorities implemented measures to mark the number of illegal drivers in the field of road traffic using “perforations”. In case the driver’s license is marked 2 times for violation, the driver must retake the Road Traffic Law, and if it is marked 3 times, the driver’s license is invalid.
However, after 4 years of implementation, this provision was repealed. The Ministry of Public Security believes that putting a hole in the driver’s license can easily lead to negativity when a driver takes a lot of bumps and then finding ways to “run” a new license.
