On July 7, the Public Security Ministry’s Investigative Police Department (C03) said it had complied with a decision to prosecute the defendants and execute a search warrant for 13 suspects involved in an investment violation case. Construction works resulted in serious consequences for the Vietnam Expressway Development Investment Corporation (VEC), the Da Nang-Quang Ngai Expressway Project Management Board and related units.

The defendants include: Hoang Trung Hau, Nguyen Tan Chanh, Le Cong Bang, Quach Van Phuc, Phan Doan Giang, Dao Trong Hieu, Nguyen Duc Dung, Nguyen Ba Giang, La Van Hai, Kieu Duc Cong, Nguyen Trung Thu, Pham Le Bac and Pham Van Bao, both engineers and supervisors from the Danang-Quang Ngai Expressway project construction supervision consulting unit, were prosecuted for investigating the violation of regulations. Construction works that cause serious consequences, as defined in article 224 of the Penal Code of 2015.

According to C03, the defendants have committed construction law violations in the construction supervision process, confirming the acceptance of construction works for the Danang – Quang Ngai highway project. leading to the introduction of deficient works in exploitation and use, causing serious damage to the property of the State.

Previously, in early October 2010, C03 also processed and implemented a temporary arrest warrant, prohibiting 7 related suspects from leaving the residence, including Mr. Nguyen Manh Hung, VEC Deputy Director General. The remaining 6 defendants belong to the VEC and the Danang – Quang Ngai Highway Project Board of Directors. In May, another deputy director general of the VEC, Mr. Le Quang Hao, was prosecuted for C03 and arrested and detained.

So far, more than 30 people who are part of the VEC staff, the project management board and other units related to the Danang-Quang Ngai Expressway project have been prosecuted.

The Danang – Quang Ngai highway project has a total length of 139,204 km, passing through Da Nang, Quang Nam, Quang Ngai with a total investment of more than 34,500 billion VND, invested by VEC, officially inaugurated the entire route. September 2, 2018.

At the end of October 2018, 21 highway bridges presented a phenomenon of water seepage from the median strip to the abutments; Water absorbing drainage gasket from the bridge surface.

In late November 2018, the road surface adjacent to several bridges was corrugated and cracked. After some rains, Da Nang – Quang Ngai Expressway connecting with Tri Binh – Dung Quat Road in Binh Son district, Quang Ngai subsidence, landslides in many places and takes 300 days to overcome.

The investigation of the Ministry of Public Security said that the quality of construction works for 7/7 packages (65 km) belonging to phase 1 of the Da Nang – Quang Ngai highway project, from the foundation, foundation and surface of the highway. Failure to comply with technical standards, project design requirements is the cause of damage to the work.
