In this, many organs slow down very slowly. In many cases, it takes 2-3 months to get feedback from agencies, even with bilateral donors like Japan, Korea, Germany … often they last, some cases more than three years.
Another reason, according to Mr. Dung, is that most ODA-funded project activities are heavily affected by the COVID-19 epidemic, from the importation of machinery and equipment to the transfer of experts and personnel. public, foreign contractor, supervisory consultant …
In addition, there are many projects due to improper investment preparation, application of rapidly changing technologies, leading to the need to redesign, increase costs, extend project implementation time, delay delay. Bank …

HCMC: About to Borrow 33 Billion Yen to Complete Number 1 Subway At the conference, Ho Chi Minh City People’s Committee Vice Chairman Vo Van Hoan said the city is implementing nine ODA projects with a total capital of 123 billion VND. For the ODA allocated from the central budget, the city has allocated 5.044 billion VND for six projects, currently only disbursed 30%, and it is expected to be 40.8% by the end of 2020. Regarding the reason for the low ODA capital outlay, Hoan said that around 2.5 billion VND has been arranged for the metro line 1 and that the No. 2 metro project has not been able to disburse any VND due to the problems of exchange rate between JPY and VND.
