The General Secretary of the Communist Party of Vietnam, Nguyen Phu Trong, for the third time in a row, has been elected to this position, meeting and speaking with the press just after the closing of the XIII Congress on February 1, 2021.

The selection of high-level personnel in the congress of the Communist Party of Vietnam remains a “closed” job that appears to be “pre-negotiated” internally without the participation of the people. Vietnamese observers told BBC News Vietnamese this week.

On February 4, 2021, from Hanoi, Assoc. TS. Hoang Ngoc Giao, Director of the Institute for Policy, Law and Development, told the BBC:

“In Vietnam, in the current political system, the appointment and holding of positions in important positions are not necessarily linked to individual achievements.

“But the selection of personnel in the Party Congress is a closed job that seems planned, agreed, in addition to negotiating with each other in some way.
