In the first phase, when the number of visitors is not much, it can be tested at the airport using the PCR method; in the future, a rapid antigen test will be implemented.
On September 17 the test plans will be finalized.
According to the original plan, beginning September 15, Vietnam will reestablish international routes to 6 countries and territories. Specifically, initially, Vietnam reopened regular international trade routes from Vietnam to China, Japan, and Korea. Flights to Taiwan – China, Cambodia and Laos resumed as of September 22. However, at the last minute, on the afternoon of September 14, this plan changed.
Consequently, the health sector is finalizing plans and procedures for medical tests and isolation for groups of subjects authorized to enter.
Vice Minister of Health Nguyen Truong Son said: “On September 17, the National Steering Committee for the prevention of the Covid-19 epidemic will have a meeting to close the test plan at the airport. We will refer to the experiences of some countries such as Thailand, Japan, some European countries to find the most appropriate solution while ensuring the prevention requirements of the Covid-19 epidemic ”.
Specifically, there are a number of options that have been proposed, such as RT-PCR testing in the early days when the number of flights is not high.
Consequently, some units will go to the airport to take samples. Visitors will be held at the airport at an interval and will wait between 1.5 and 4 hours for the test results. If they are negative, they will be sent home or lodging, not concentrated, high-cost isolation. The fee for the passenger test service will be paid to the service provider. This is the practice that is applied in Thailand and in some countries.
As the number of people entering is greater, it is possible that a laboratory will be installed at the airport, which will have to be paid for by the examinee. Then, priority will be given to the rapid test (for antigens) on the spot, time to give results 30-60 minutes. The type of test used must be affordable and highly accurate.
Until now, domestic companies have produced 2 kinds of rapid test kits to find antibodies using the machine and do not need to use the machine, with high sensitivity and specificity for people infected with SARS-CoV-2 after 7 days. In addition, Vietnam has also produced an antigen test kit made by the Realtime-PCR method, with high precision, early detection of people infected with SARS-CoV-2 but with long implementation time, high requirements. about skills, manipulation processes.
Among the three available test methods, experts prefer to use the PCR method and the rapid antigen test at the airport. The reason is that the rapid antibody test is effective for people who have been exposed to the source of the disease for 7 days or more. The disease cannot be detected during the incubation period, so it is not preferable to use it at the airport or at the border gate.
The Ministry of Health will order companies to organize tests at the airport as is experienced in some countries.
Need to control diseases well on flights.
During the recent government meeting on the prevention and control of the Covid-19 epidemic, Prime Minister Nguyen Xuan Phuc submitted a request “to control the flight epidemic well, so that it does not happen accidentally.” Each flight must have a specific, strict and safe plan.
All immigration runs on your own for isolation and testing; an electronic medical declaration application must be installed; For foreigners entering Vietnam to work for a short period (less than 14 days), you must comply with the regulations of the Ministry of Health.
The Prime Minister called step by step and cautiously to increase the frequency of flights from countries with less risk of infection to bring experts, investors, skilled workers to the country and welcome citizens back home.
Regarding the implementation of isolation of immigrants in paid accommodation establishments, the Popular Committees of the central provinces and cities are in charge of organizing the implementation of isolation of immigrants in accommodation establishments with fees and charges. . The localities, firstly Hanoi, Ho Chi Minh City, Can Tho and neighboring provinces, these three cities urgently guide the selection of accommodation establishments as places to isolate people who enter for a fee. guarantee the minimum number of quarantine of 10,000 people and can gradually increase in the future.
So far, Vietnam has entered the thirteenth day of not registering a new case of Covid-19 in the community. The number of cases in our country is still 1,063, with 35 deaths. According to the Government, the risk of epidemic diseases remains permanent and new cases may appear outside the community, especially when Vietnam reopens in the near future.
