At the time the incident was discovered and there was an inspection team for a further examination, Manh Tuan stated that Vinh called to speak. “Vinh said he only pleaded guilty alone, leaving his wife and children and everything outside of him will take care” – said Manh Tuan.
The defendant, after being persuaded by the leader of the Department of Education and Training, wrote the report and turned himself in to the police agency. At the police station, Manh Tuan testified in accordance with Vinh’s instructions, including the arbitrary removal of the key from the examination room (Vinh failed to deliver as indictment – PV).
Also according to Do Manh Tuan, after surrendering and being temporarily released, the accused approached Vinh and told him that the police not only wanted to handle some “soft and quiet people”, but also wanted to find people behind them. At this time, Vinh assured that if in the end, they must declare, but Vinh will only accept the part of irresponsibility.
However, realizing that this was highly illogical, Manh Tuan declared the whole truth to the police. “Expecting the Council to consider it, the defendant is only a deputy director of a district boarding school, so he is talented, unqualified, and not good enough to handle such a provincial examination. If there is no help, protect yourself from the sides, errors on the exam are unlikely to occur, “said the defendant.
In contrast, Vinh said Manh Tuan’s testimony was “false” because the defendant did not discuss or create conditions for Tuan to improve the points for the contestants.
The defendant also acknowledged giving Manh Tuan the key to open the examination room, without arguing with Khuong Ngoc Chat (former head of the Department of Homeland Security, Provincial Police Department) about creating loopholes for officials. Editing test scores …
