Speaking here, Mr. Le Van Ho in Dong Ha Village (Nam Son Commune) said that since the landfill was put into operation (in 1999), 15 times people went out to the street to stop the car. According to Mr. Ho, the earlier times of car lockdowns were simply caused by the contaminated landfill which was too much for people to bear. And then, it’s because the city’s promises to the people haven’t been kept.

“You don’t understand if the landfill is overloaded or not? But right now, the pollution is terrible, the stench is also felt throughout the district, not only in the people of our 3 communes. Pole was not so new people stopped the car. It is against the law to block such a vehicle. Our Party members mobilized people, but they said they didn’t rape because they just blocked the garbage truck, making it stink, and the other cars were still running normally. They say that, we know how! ”Mr. Ho said.

Mr. Ho himself was also the Chairman of the Nam Son Commune People’s Committee, so he was also very familiar with the thoughts and aspirations of the people in the affected area of ​​the landfill. According to Mr. Ho, the pollution situation at the Nam Son landfill is very dangerous. From 1999 to 2005, only 2 people in Nam Son commune died of cancer, but since 2005 there have been more than 100 people. Even in Dong Ha village, Mr. Ho lives (the smallest village in Nam Son commune) also has 22 people suffering from cancer, of whom 13 are dead, 9 are in treatment.

“There are 4 people in the family who died from cancer, and my family has 5 brothers with cancer, of whom 3 are already dead and 2 are waiting to leave. I myself never smoked, but I also had stage 3 lung cancer, the doctor gave up and went home. We are old and beautiful dead, but what will happen to our children and grandchildren in the future? I ask the city to try to take care of the people, because we are cadres of the people, by the people and for the people, ”Ho said breathlessly.

Mr. Ho also expressed the frustration of the people in the affected areas of the Nam Son landfill at the resettlement policy of the city and Soc Son district. The former chairman of Nam Son commune suggested that the city learn from the experience in building resettlement areas for people. Specifically, the two resettlement areas in Nam Son commune, Bac Son, with hundreds of billions of VNDs built but no people to live in, were abandoned.

“Now, the construction of 4 more areas in the 3 communes, in which the resettlement area in the Hong Ky commune has requested the city not to be there. This area is only 1.5km from the landfill, but in the right direction of the wind, if you pass it, you can still feel rotten. People want to live in a more reasonable area, if they still work there, people don’t come back, it will be a waste! ”Added Mr. Ho.

Speaking in the conference room, Mr. Nguyen Van Thang in Na Son village (Bac Son commune) said that if the district and the city do exactly what they have committed to with the people of the three communes, there will be no situation. lock the car in the landfill. Mr. Thang said that his own family was not satisfied with the fact that they only paid him 10,500 VND / m2 of land considered residential. Mr. Thang was concerned that with such a low amount of compensation, it would not be enough to buy land in the resettlement area and stabilize his life.

Before speaking, Mr. Nguyen Minh Hung suggested to the Standing Committee of the City Party Committee and the leaders of the Soc Son district People’s Committee to see if the people of the three communes are too greedy, but the implementation policies are too slow. “Our people should receive 10,000 VND / day, that amount is just enough to buy wind oil, it is nothing compared to the fact that we have lived with pollution for 21 years,” Hung said.

The city is not narrow for people

In response to public opinion, Mr. Nguyen Quoc Hung – Vice Chairman of the Hanoi People’s Committee also recognized the progress of site cleanup compensation for people in the environmental impact area of ​​the Nam Son Waste Treatment Complex. It’s too slow. Hung said the city has also instructed the Department of Natural Resources and Environment to dispatch 30 officials from the land fund center to 3 communes to complete problems before the Lunar New Year.

“The vision of the city is to maximize the use of policies to target the people of 3 communes in the environmentally affected areas of the Nam Son Waste Treatment Complex. Regarding the policies that are beyond the authority, we will synthesize them and report them to the central agency to resolve them. And what we have told family members in previous conversations is still valid. Because what I have said is based on legal policy, ”Hung said.

The vice chairman of the Hanoi People’s Committee also asked the Soc Son District People’s Committee to learn from the experience to determine the location of the resettlement lands. Mr. Hung said that the city did not force people to come to the Hong Ky commune area, as Le Van Ho reflects. According to Mr. Hung, the city is not limited to people on this issue. Therefore, according to Mr. Hung, the city and the Soc Son district will choose the best resettlement place for displaced people.

In the room, Mr. Nguyen Quoc Hung suggested that the Director of the Hanoi Department of Construction, Vo Nguyen Phong, should take timely measures to minimize the spread of pollution to the environment. In particular, disinfection, disinfection and deodorization spraying should be ensured. Hung said the city will also be ready to support the Construction Department funding to overcome pollution.

At the conclusion of the dialogue, Mr. Nguyen Van Phong, Undersecretary of the Hanoi City Party Committee, assessed that the district’s migration outside the 500 m radius of the affected area of ​​the Nam Son landfill is too slow, including the responsibility from the Soc Son district. . Therefore, the city has decided to establish a task force to directly handle the problems related to the Nam Son waste treatment complex.
