In management, if there are problems with documents, it is necessary to handle them flexibly and dynamically for common purposes, not to criminalize economic relationships.

Agriculture should be oriented towards organic production

In terms of agricultural development, we support the development of highly efficient agriculture, not high-tech agriculture. “High efficiency” is associated with the processing and consumer markets; and “high technology” is to speed up production. Speeding up production without knowing who to sell to always leads to a devaluation of the season. Agriculture must be oriented towards organic production, clean production.

Human, material, financial

To develop in any field, there must be resources such as human, material, financial … in which, from the perspective of efficiency, it is necessary to calculate how many resources there are, how to manage them and how to use them. Fruit.

Human resources are of low quality, the proportion of skilled workers is very low. We call to attract investment in high technology but the quality of human resources is that difficult. How do we talk about welcoming the wave of FDI without high-quality human resources? Remember, in the past, Intel invited students from 5 universities in Vietnam to try English, only 40% passed.

Human resources include Vietnamese abroad. We have a skilled and skilled workforce that is still of working age in the localities, but we cannot build a database on this force so that when companies need it, they can mobilize it immediately.

The use of terrestrial material in many localities remains subjective and wasteful. Many provinces continue to focus on selling land to raise the budget is very worrying because land is a resource that cannot be expanded. Some localities use the land in a very wasteful way, how much investors ask, regardless of whether they do it well or not, regardless of whether they need 500 hectares or 1,000 hectares.

Many localities do not verify, do not appraise, and do not have land allocation rules. The locality allocates a large amount of land to investors, but investors do nothing or only a little to make the land die. There are projects where investors did not contribute money for 17 years and then sold hundreds of billions of VND to other investors. In other words, they eat off the backs of other investors, they eat off the back of the state. After selling all the land, what is the term after, what are the descendants like? I think it is impossible to use the land sale criteria to collect the state budget as an achievement.

We have 3.8 million hectares of rice. If we keep the rice fields too high, there will be no land to develop industry and services. The production of low value-added rice is 10 million VND / ha, while the production of other products is 100 million VND or billions of VND.

This means that rice production is very low value, farmers are very strenuous. Foreigners say that Vietnam is concerned about the world’s food security, while our farmers are poor. It is a matter of thought and certainly needs to be discussed. Personally, 3.8 million hectares of land are for agricultural development, not just for growing rice.

Must have vision

The use of resources is scattered, wasted, works only need to be small, then build large, after finishing construction, not fully exploited. In some places, building a 70m wide road means that it is so big that the plane can land, but nothing to do, all day there are no traffic signs.

There are many provinces that do very great things such as headquarters, monuments, squares, roads … I go to a town saying, you just have to build high-speed roads, you don’t need to build highways, but plan, free space once, in the middle of the division, the separator will be enlarged later, there is no need to clear the ground but still ensure planning.

However, there must be vision. Back to Quang Tri, I advise to have a dynamic axis of 12 km, each side opens 100 m, connecting with the sea, creating a central administrative axis. With 12km of highway, there will be 240ha, which is extremely valuable for development.

Vietnam is both in a thousand years for rapid and sustainable development. If we do not seize the opportunity quickly, we will risk falling further, the development gap with other countries will be greater, caught in the middle-income trap and the goal of becoming a difficult developed country. than. This is a moment that forces us to actively plan and decide on the future of the country.

Never before have we been as strong and powerful as we are now to rise up. Vietnam has signed 12 free trade agreements including EVFTA and CPTPP, we are facing the 4.0 revolution with many opportunities for rapid transformation and resurgence.
