Regarding civil matters, the court forced Le Xuan Giang to compensate nearly 300 billion dong for more than 5,800 victims (information and address determined); at the same time, it will assume full civil responsibility for the remaining victims of the case. Giang’s six accomplices must jointly make up the remaining amount.
The Panel commented: Le Xuan Giang and the defendants built a multi-tier development model, paying the latter’s money to the former. The defendants also established and deployed 15 stimulus programs throughout the system. Taking advantage of the ignorance of some people, the defendants have built a multilevel chain that is fraudulent, harms many families and affects the reputation of the Vietnam People’s Army.
From March 2014 to November 2015, the defendants expanded their network, developed 30 branches in 27 cities and provinces, and earned more than 2 billion. After deducting the amounts, the VKS forced the defendants to take charge of the appropriate amount of $ 1.121 billion.
The number of people harmed in this line amounted to more than 68,000 people throughout the country. So far, authorities have only identified 6,053 damages, with the appropriate amount of more than 391 billion. Before being arrested, the defendants had committed acts of dispersal and destruction of documents and evidence.
