Disagreeing with this decision, Mr. Quach Duy sued and asked the court to resolve two issues: first, to compel the Ho Chi Minh City Department of Information and Communications to cancel the decision to sanction the administrative offenses against him; forced the Chief Inspector of this Department to compensate him in the amount of 7.5 million VND if he had to pay a fine while waiting for the court to reach an agreement.
Mr. Quach Duy said he provided information quoted and quoted from online newspapers; at the same time, his punishment has not ensured authority and procedures in accordance with the law.
On June 6, 2019, the Ho Chi Minh City People’s Court judged in the first instance, rejecting Mr. Quach Duy’s petition. On September 10, 2020, the high-level People’s Court in Ho Chi Minh City held an appeal trial, dismissing Mr. Quach Duy’s appeal on the content of the lawsuit against the Chief Inspector of the Department of Information and Communications from the city of HCM.
