The chairman of the Hanoi People’s Council signed a decision to suspend the performance of the duties and powers of the deputies of the Hanoi People’s Council to Mr. Nguyen Duc Chung, on the afternoon of September 3.
The aforementioned decision takes effect as of today, “for the Judiciary to carry out the criminal process in accordance with the law.”

Mr. Nguyen Duc Chung is a member of the Hanoi City People’s Council (2016-2021) in Electoral Unit 2, Hoan Kiem District.
On August 11, the Politburo decided to suspend the activities of the Executive Committee of the Party Committee, the Standing Committee of the Hanoi Party Committee, and to suspend the post of Deputy Secretary of the Hanoi Party Committee to Mr. Nguyen Duc Chung;
President Hanoi was also suspended for 90 days to investigate related responsibilities in various cases.
On August 28, the Ministry of Public Security prosecuted and detained Mr. Nguyen Duc Chung for 4 months to investigate the charge of appropriation of State secret documents.
In addition to the case of the appropriation of secret state documents, Mr. Chung was also investigated for liability related to two other cases. First, cases of smuggling and violations of accounting regulations, which have serious consequences; money laundering; the violation of the bidding rules has caused serious consequences “at Nhat Cuong Trading and Technical Services Co., Ltd.
The second case Violations of rules on the management and use of state assets occurred in the Hanoi People’s Committee and related units, causing loss and waste.
According to the Local Government Organization Law, the deputies of the Popular Council have immunity; Not to arrest, detain, detain, prosecute or search the home and workplace of a member of the People’s Council without the consent of the People’s Council or the Standing Committee of the People’s Council.
In the event that a member of the Popular Council is prosecuted against the accused, the Standing Committee of the Popular Council will decide to suspend the performance of the duties and powers of said delegates.
A delegate of the Popular Council who is condemned by a judicial ruling or decision will automatically lose the right to be a member of the Popular Council from the date on which the judicial ruling or ruling enters into force.
Likewise, clause 3 of article 78 of the Law that modifies and complements several articles of the Law on cadres and civil servants and the Law on public employees establishes: “Offenders are convicted by the Court and the judgments and sentences have entered into force. the legal force is automatically removed from office by election, approval or appointment; in case of being sentenced to prison by a court but not enjoying a suspended sentence or being convicted of a crime of corruption, then, of course, you will be removed. date on which the judgment or decision enters into force “.
Currently, Mr. Nguyen Duc Chung is temporarily suspended from his functions and powers as a deputy of the People’s Council and temporarily suspended for 90 days to carry out criminal proceedings. Further treatment will be based on this process.
