On the afternoon of August 8, the Ho Chi Minh City People’s Council removed the post of Vice Chairman of the Ho Chi Minh City People’s Committee with Mr. Tran Vinh Tuyen because he did not join the Party Committee level and Mr. Le Thanh Liem because he accepted the position of Head of the Internal Affairs Committee of the Ho Chi Minh City Party Committee.

The new feature of human resources in Ho Chi Minh City is that candidates must submit their action plan. After carefully studying the candidate’s action plan, the delegates voted.

As a result, Ms. Phan Thi Thang and Mr. Le Hoa Binh were elected Vice Chairs of the People’s Committee of the City, for the 2016-2021 term, with 76/84 and 80/84 delegates present at the meeting, respectively. As expected, Ms. Phan Thi Thang is in charge of finance – trade – services – tourism; and Mr. Le Hoa Binh is in charge of urban areas. At this meeting, the City People’s Council delegates also voted to add an additional member of the Ho Chi Minh City People’s Committee, Ms. Nguyen Thi Anh Hoa, Director of the Department of Tourism.

After the additional election, the permanent staff of the Ho Chi Minh City People’s Committee was consolidated, including President Nguyen Thanh Phong and five vice-presidents, including: Mr. Le Hoa Binh, Mr. Vo Van Hoan, Mr. Duong Anh Duc, Mr. Ngo Minh Chau and Ms. Phan Thi Thang.

Ms. Phan Thi Thang is 44 years old, from Long An Province, has a Master’s Degree in Economics, a Bachelor’s Degree in Economics with a concentration in Accounting, University of Law and Higher Political Theory.

Before being elected Vice Chairperson of the Ho Chi Minh City People’s Committee, Ms. Thang used to hold the positions of Chairperson of the District Party Committee and Vice Chairperson of the Binh Tan District People’s Committee. In July 2013, she was appointed Deputy Director of the Department of Finance of Ho Chi Minh City and then Director of the Finance Department in November 2015.

In July 2019, Ms. Phan Thi Thang was elected Vice President of the Ho Chi Minh City People’s Council for the 2016-2021 term.

Mr. Le Hoa Binh turns 50 this year, he is originally from Quang Ngai province, he has a degree in construction engineer, a master of engineering, a degree in economics and high-level political theory.

Before being elected Vice Chairman, Binh used to hold the position of Deputy Director of the Ho Chi Minh City Construction Department and was transferred to the Chairman of the District 7 People’s Committee in March 2016. In April 2019, he was transferred and appointed Director of the Ho Chi Minh City Department of Construction.
