The official receiving the application will verify and compare the citizen’s information on the CCCD information receipt in the CCCD application software. Contrary to current regulations, citizens will no longer have to declare CCCD declarations on paper.
In addition to the new point mentioned above, another noteworthy content detailed by the Ministry of Public Security in the draft is the issue of the certification of the identification number.
The Ministry of Public Security stipulates that, for all cases of change from a 9-digit identity card to a CCCD card, the CCCD management agency where the application is received must be responsible for issuing the certification of the identification number to people.
Specifically, the police agency that receives the CCCD application file will search and verify citizen information through the CCCD library. Once the verification results are available, the CCCD management agency where the application is received will verify and compare the information.
If the information is valid, the police officer submits to the head of the unit to sign the identification number and return it to the citizen with the CCCD card. In the event that the record is invalid, the law enforcement agency must respond in writing, clearly stating the reason.
Particularly in cases where a CCCD card has been issued but an identification number certificate has not been issued or the certificate has been lost, the citizen must request it in writing.
Regarding procedures, citizens must present the original and send a copy of the CCCD card, a copy of the 9-digit identification card (if applicable) to the records reception officer at the CCCD administration agency where they have carried out the issuance, change and issuance procedures.
