The prosecution determined that the defendant Nguyen Nhat Cam was a mastermind, in collusion with many others to increase the price of the COVID-19 testing machine, resulting in a loss of 5.4 billion.

18 packages worth 83 billion have signs of errors

According to the indictment, in addition to the tender package for the above COVID-19 testing machine, the police investigation agency of the Ministry of Public Security determined that from 2019 to March 2020, CDC Hanoi also conducted tenders with 16 tender packages. equipment, consumable materials worth more than 81 billion. to show CDC Hanoi has paid more than 69 billion VND to the contractors for these 16 packages.

Along with that, CDC Hanoi also conducted 2 tender packages to design, print documents and disseminate propaganda on disease prevention and control worth more than 1.9 billion VND. CDC Hanoi also pays contractors nearly 1.4 billion dong.

During the investigation of the price increase of the COVID-19 testing machine, the investigating agency found that the bidding activities in these 18 bidding packages showed signs of a crime of non-compliance with the bidding regulations, leading to serious consequences.

The police investigation agency of the Ministry of Public Security decided to separate the incorrect content in these 18 tender packages for further investigation and handling in accordance with the law.

According to the indictment, taking advantage of the COVID-19 disease, Mr. Nguyen Nhat Cam colluded with the defendants Nguyen Ngoc Nhat, Nguyen Thanh Tuyen, Dao The Vinh of private companies that market medical equipment to satisfy buying the price of the machine tests and other supplies prior to the normal contractor appointment process and procedures.

The defendant also colluded with Nguyen Tran Duy, CEO of Nhan Thanh Company, to mislead and validate the procedure for pricing the package at the correct price requested by CDC Hanoi.

In particular, the prosecution’s indictment shows that some defendants have expressed the discussion in great detail and agreed to spend 15% of the value of the package for Mr. Cam after increasing the price of the COVID-19 testing machine. .

Specifically, in February 2020, the defendant Nguyen Thanh Tuyen, an employee of Phuong Dong Medical Equipment Co., Ltd. (Phuong Dong Company), actively contacted Mr. Nguyen Nhat Cam to “tender” the system. tests COVID-19 for 7 billion VND.

However, a day later, defendants Tuyen and Nguyen Ngoc Nhat, employees of the Vitech Company, met again to discuss the purchase and sale of test systems for CDC Hanoi. Nhat asked Tuyen to help him sell this machine to his company at a maximum price of 4 billion so that Nhat would sell it to CDC Hanoi for 7 billion.

Tuyen and Nhat argued that if the “deal” was successful, he would pay Mr. Nguyen Nhat Cam 10%, the remaining difference would be divided between the two defendants.

On February 6, defendants Nhat and Tuyen went to see Mr. Cam in his office, who through negotiation agreed to purchase a real-time PCR system for 7 billion VND. After the discussion, Tuyen left, while Nhat stayed and agreed with Mr. Cam that the completed “deal” will pay Mr. Cam 15% of the value of the system.

Former CDC director Nguyen Nhat Cam also admitted that defendant Nhat had promised to spend a percentage of the value of the package, but did not recall how much he would “get back.”

The Prosecution said that while the defendants did not implement the payment and division of the money as previously agreed, there are grounds to determine that Nguyen Nhat Cam had a vested interest in intentionally violating the regulations on him with the tester’s acquisition package. COVID-19.
