On the morning of November 5, after the discussion of the Minister of Industry and Commerce, Tran Tuan Anh, state manager of hydroelectric development, it was the turn of the Minister of Natural Resources and Environment, Tran Hong Ha.

Having shared with the press that the natural resources and environment sector does not support the development of the small hydroelectric plant, but before the National Assembly, Mr. Ha affirmed that the recent floods, landslides in the central provinces could not fall. blame for hydroelectricity.

“I would like to provide more scientific and objective information on the historical flood in the Central region during the past time,” Mr. Ha opened his report and explained to the subject of national public opinion. as well as many interested in the National Assembly.

Citing the United Nations disaster risk report, Ha said that weather events are becoming increasingly extreme and that Vietnam is 1/16 of the most severely affected countries. This is a part that creates a “combination of causes”, which has led to the recent floods and landslides in the central region.

“In a short time, the central region received 4 storms, of which the 9 strongest in the last 20 years. Along with that, the precipitation has surpassed all historical indicators, including the days in Quang Nam, the precipitation is more than 500mm. There are places where rain is measured throughout the wave up to 2000-4000 mm. It can be said that this is pouring water, no longer rain. History has never had similar data to calculate ”- emphasized Minister Tran Hong Ha.

Regarding the landslides, he said that all were located at an altitude of 300 to 900 m, not related to hydroelectricity, so “it is not convenient to guess but to rely on scientific data.”

Said scientific data, according to research and surveys by scientists from the Ministry of Natural Resources and Environment, all landslides are in the geological fault zone, with steep slopes, thick weathering … In geological conditions This, while If a rainfall greater than 100 mm is required, there is a risk of landslides. As for the rain up to 500mm, increase the weight, pull the slide hard.

The Ministry of Agriculture and Rural Development manages green forests and perennial crops. But through satellite monitoring, the natural resources and environment commander said he also achieved the level of “full green coverage”, no bare land and hills.

“It is not the small hydroelectric fault. The mistake is that we have not analyzed, calculated and designed works in harmony with nature. If we can do it, we can still exploit the power source without making a big change in nature, ”said Mr. Ha.

Sharing the perspective of the environmental sector, Minister Tran Hong Ha said that Vietnam has chosen and is on the path of sustainable development. It is development, but not the environment for growth. Address pollution, garbage and water security problems. It is to change the mentality from exploiting nature to living in harmony with nature …
This is also the spirit, it is the purpose of the revised Environmental Protection Law, which the Ministry of Natural Resources and Environment is the main government agency in drafting, is expected to be approved by the National Assembly on the next 11-11.
