The leader of the Ministry of Public Security asked the National Assembly to approve the plan to withdraw the house registration on paper from mid-2021, because “that is the desire of the people.”

The Chairman of the Law Committee of the National Assembly, Hoang Thanh Tung, said that the majority of the delegates approved the change of residence management to the new mode and agreed that the Residence Law (as amended) came into effect from 1 July 2021.. However, there are still two different sets of opinions on when to remove the paper household log book.
Many delegates asked the National Assembly to issue a series of transitional regulations (between the new and old residence management methods) so that state agencies could adapt quickly and not create additional procedures. People must continue to use their home registration books and temporary residence books until the end of 2022 to prove their residency. In this way, ensuring that during the time the national database on population and accommodation is being completed and the connection is not connected, people still have certain papers to prove when they go through administrative procedures.
Rather, delegates supported the provision that the paper household registration book would not be valid as of July 2021, saying that the new residence management method is progressive and should be implemented immediately. This plan also puts pressure on the early completion of the task of building an e-government. With this plan, almost 30 administrative procedures related to household registration books and temporary residence books will be amended and supplemented in accordance with the new law.
Due to different opinions, the Standing Committee of the National Assembly leaves the above two options for the delegates to discuss.
Speaking in the hall, Delegate Tran Thi Dung, Vice Chairman of the Law Committee of the National Assembly, said that the removal of the household record book is a huge problem, directly related to people’s lives and modes of operation. of State management agencies must be carefully evaluated.
“The extension of the validity of the household registry book until the end of 2022 will create the best conditions for the population, without affecting the determination of the Government and the Ministry of Public Security to complete the national database on population and residence,” he said Mrs. Dung.
MP Pham Van Hoa analyzed that while the Ministry of Public Security could complete the national database on population, many other units such as taxes, customs, health insurance, social insurance … may not be able to connect or link data on time. “If there is no time to transition while the database is not linked, when people come to transact, the administrative authority will request other documents to prove the replacement of the paper household record book, when that will be problematic,” Mr. Hoa said.
Delegate Nguyen Thi Lan suggested that the government review facilities and human resources to ensure feasibility when deciding when to remove the home’s log book. “Soon, the residence management method will be changed to meet the practical requirements,” Lan said.
Because there are many different opinions, at the end of the session, the Vice President of the National Assembly, Uong Chu Luu, said that he would send votes to the delegates for comment, before presenting them to the National Assembly for consideration and voting.
The draft of the Residence Law (modified) will be approved by the National Assembly on November 13.
