Defendant Phong, a Mercedes driver, killed a Grabbike driver and was a Vietnam Airlines flight attendant with 79% injuries. Phong has been in custody since February 11 until now.
Without driving license, accelerating to 84 km / h
According to the indictment, at around 5:30 a.m. on January 30, Nguyen Tran Hoang Phong was driving a Mercedes with four other people from the basement of the Botanica Building (Hall 2, Tan Binh District) to the Hoang Minh Giam intersection, Phu Nhuan district.
Because he could not control his speed, upon arriving in front of the address No. 123 Hong Ha Street, Ward 9, Phu Nhuan District, Phong’s car crashed to the left of the lane, the motorcycle was stopped by Mr. Le Manh Thuong (Grip Driver). The driver carrying Ms. Nguyen Thi Bich Huong runs in the opposite direction.
The collision caused the motorcycle and two people sitting in the car to collide with the sidewalk, the Mercedes hitting the phoenix on the sidewalk before stopping.
After the accident, the defendant Phong called an emergency center 115 to report the incident and then left the scene by himself.
As a result, Mr. Thuong died in the hospital. And Ms. Huong had a fracture of her thigh, pelvis, sacrum, foot bone …, the injury rate was 79%.

After learning that Mr. Thuong died at around 10:30 PM on 1-2, Phong went to the Investigation Agency to surrender.
At the investigative agency, Phong testified 2 days before the incident, he went to a bar in Phan Thiet city (Binh Thuan province) and used drugs.
On the night of January 29, Phong used a false driver’s license (GPLX) and identity card to rent a Mercedes car from KG Co., Ltd., run by Mr. Huynh Chanh T. as director.
Phong appoints a friend to Mr. T.’s apartment in the Botanica building to drive to Phan Thiet city. As planned, around 5:30 am on January 30, Phong took a group of friends on the way to Phan Thiet. However, about 700 meters after departure, an accident occurred.
After the accident, drug test results confirmed that Phong was positive for methamphetamine and ecstasy. According to the conclusion of the inspection, when colliding, the speed of Mercedes is 84 km / h (the permitted speed on this road is 50 km / h).
Regarding the origin of the above Mercedes is owned by Mr. Vo Van P., Mr. P. contracts the delivery of the car to KG Company for rental for transportation and tourism purposes.

According to the indictment from the National Institute of Civil Engineering in Phu Nhuan District, Phong claimed to have used drugs 2 days before the accident (Jan 30), but drug tests were conducted after Phong surrendered (night 1 – 2). During the time of causing the accident at the beginning, Phong left the scene and moved to many places, so there was no basis to determine the time of the accident when Phong was using drugs.
Regarding Phong’s use of false papers to rent a driverless car, Phong threw these false papers on the road from Dalat to Ho Chi Minh City. Therefore, the Investigative Agency cannot withdraw, so there is no basis to handle it.
The Mercedes and the phoenix have been compensated, but not yet!
According to the above indictment, after the accident, the biological mother of the defendant Phong has paid more than 29 million VND to the Technical Infrastructure Management Center of the City Construction Department to overcome the damages caused by the accident.
Subsequently, the mother of the accused agreed with Mr. T. to repair a part of the material damage with the amount of 300 million VND to repair the Mercedes that caused the accident, the parties agreed that the compensation will be divided into 3 phases and Mr. T. has filed a dismissal complaint against the defendant Phong.
