According to own source Online youthOn September 12, the police investigation agency of the Ministry of Public Security issued the conclusion of the investigation of the case “violating the bidding regulations causing serious consequences” that occurred at the Centers for Disease Control (CDC). The investigating agency transferred the case to the Supreme People’s Prosecutor’s Office to propose the prosecution of the accused: Nguyen Nhat Cam, director of CDC Hanoi; Nguyen Vu Ha Thanh, Head of the Finance and Accounting Department; Le Xuan Tuan, an employee of the finance and accounting department, and 7 other defendants.
As a result of the investigation, since the beginning of 2020, CDC Hanoi has purchased several automated real-time PCR systems to meet the need for COVID-19 epidemic prevention testing. Due to time constraints, the procurement is done by CDC Hanoi using the contractor designation method.
From the collected documents, the investigating agency determined the real-time PCR test machine system for the prevention of COVID-19 when imported into Vietnam for around 2 billion VND.
However, import and distribution companies have to buy and sell together and CDC Hanoi has bought them for more than 7 billion VND, 3 times higher than the import price.
The results of the investigation determined that the defendants had conspired, deceived, conspired and nullified the value of the automatic acquisition of the Realtime PCR system – COVID-19 tests causing particularly serious damage to the State.

Investigation results show that CDC Hanoi has relied on the proposed Nhan Thanh asset auction price and JSC’s valuation to purchase the Realtime PCR test system for COVID-19 prevention.
According to the determined valuation of damage, the defendants are responsible for more than 5.4 billion VND.
During the investigation, the investigating body has recovered the total amount paid voluntarily by the accused and his family to overcome the consequences.
In particular, the investigation concludes that there is insufficient evidence to show that the defendant Nguyen Nhat Cam, the director of CDC Hanoi, is interested in negotiating to deduct% from the value of the package.
It is determined that Mr. Cam’s acts have been committed “in violation of the bidding regulations, causing serious consequences” in accordance with Clause 3, Article 222 of the Penal Code.
