Delegate (NE) Nguyen Thi Thuy (Bac Kan) spent all her time speaking at the November 3 Socio-Economic Discussion Session to discuss the consequences of lending through the app in the past.

“Recently, there has been an online lending situation, also known as phone app lending, where many exorbitant interest rate loan applications and debt collection tricks are much more cruel” – NE Thuy began.

According to ĐB Thủy, there are four problems with loans through the application. The loan procedures are simple and fast, no collateral is required.

“Borrowers only need to send a photo of their face, take their identity card, provide a bank account number and, above all, they have to accept the condition that these applications can access the phone book. And if you accept these conditions, after just 10 minutes, the money will be transferred to the borrower’s account, ”said Delta Thuy.

The corollary of this is that the people behind the loan applications will have all the phone numbers, zalo, Facebook of relatives, colleagues and friends of the borrower to use in the future. .

The loan amount is small and the loan period is short, about a week. In fact, the borrower only receives 2/3 of the amount in the loan agreement, the other 1/3 stays with the lender to deduct interest and fees for services.

At the end of a week, if the borrower is unable to pay the debt, the application staff will continue to introduce new applications so that the borrower can continue to borrow from the application later to pay the application first.

According to Delta, in fact tens of thousands of people were caught in this black credit trap with debts of up to hundreds of millions of dong, although initially they only borrowed a few million for consumption.

“There are victims who initially borrowed only 8 million from two applications, when the expiration date, they had no money to pay, the application staff submitted them to borrow other applications to pay the debt. Until now, after three months , they had to borrow more than 200 million VND. dong to pay off the debt.

From the place of borrowing just two apps, so far, I have to borrow 64 apps with the amount of interest and penalties increasing exponentially every day. It can be seen that a new type of black credit has turned small debtors into large debtors with debts that cannot be paid ”- said ĐB Thuy.

The victims of the loan through the application, according to ĐB Thủy, are very distressed. “Recent cases show that the method of collecting application debt is even more cruel than real black credit, claiming debts terrorizing the spirit of borrowers,” said DB Thuy.

The lender’s measures to collect the debt use vulgar and cruel language to constantly call the borrower and the family, who are in the phone book, to mock the borrower and pressure the payment of the debt.

“There are victims who trust only because they borrowed money through the application, but they were persecuted twenty-four hours a day, there were people who were persecuted by more than 200 different phone numbers” – said uB Thuy.

If you still cannot claim, lenders will collage online a photo of the borrower’s family and combine it with photos of prostitutes or other criminals to humiliate them.

“There are even children who are children of borrowers, they do not forgive them, shame them and do not dare to go to school. There are cases in which the father asks to borrow money but the child is put an altar on social networks, very cruel! There are people who, because they cannot bear these pressures, are dead to release like the cases of Kien Giang, Tien Giang and Tay Ninh in the past ”- said NE.

Dak Thuy also said that lending through the app has circumvented the law by not raising interest rates above the ceiling. The police have scanned the loan pools through the app, with penalties and interest rates of up to over 1000% per year, but they can’t handle it.

Since then, Delta Thuy asked the Secretary of Public Security to fully inform people about the methods and tricks of this crime to prevent and avoid; the procedural agencies will promptly summarize the problems to propose to the National Assembly that they correct the legal provisions; The state bank reforms the loan procedures for small loans …
