Previously, as the Lao Dong newspaper reported, at 7:00 p.m. on April 17, on the Hoang Sa Highway (passing through Tinh An commune, Quang Ngai city), a traffic accident caused a young critic. Witnessing a traffic accident, many people called the emergency number (115) but no one answered the phone. After more than 30 minutes of calling an ambulance, but it was not possible, people used a car to transport victims to the emergency. After walking a short distance, the ambulance from Phuc Hung Private General Hospital arrived at the scene and took the victim to Quang Ngai General Hospital.
The victim named N.T.Vu (18 years old, from Nghe An province) is reported to be a worker working on the Lower Tra Khuc River Dam Project (under construction near the scene of the accident). Currently, the victims were brought by other workers to their homeland.
