In three days, the leader of Nam Dong district, Thua Thien Hue province, twice searched the Thuong Nhat hydroelectric power station, reflecting the illegal volume.
Mr. Tran Quoc Phung, Chairman of Nam Dong District, said that on November 13, before the Vamco storm landed, the Thuong Nhat Hydroelectric Power Station had illegally stored water, the water level in the reservoir was about 115 m altitude. After the district reported, the provincial People’s Committee sent a monitoring force, asking the factory to fully open 5 valve gates.
When Typhoon Vamco passed (November 15), the functional forces withdrew, the Thuong Nhat hydroelectric power station continued to accumulate water illegally. The incident was discovered when the inspection team entered the hydroelectric plant on the morning of November 16. “We have made a record and have informed the province for its handling according to our competence,” said Phung.
Mr. Phan Ngoc Tho, President of Thua Thien Hue Province, said that he will “assign departments to inspect and evaluate” and deal strictly. Reservoirs that have not yet been authorized to operate, such as the Thuong Nhat hydroelectric plant, must remain fully open.
The Managing Director of Thuong Nhat Hydropower Company, Mr. Le Van Khoa, explained that after receiving the provincial dispatch, the company always maintains 5 outlet valves and does not store water. The company closes the valves to dredge the slide discharge channel.
In early October 2020, the Department of Industry and Commerce of Thua Thien Hue Province sent a document to the Central Power Corporation not to purchase electricity from the Thuong Nhat hydroelectric plant until Thua Thien Hue allowed water storage . The reason is that this business does not strictly comply with the response power of the Molave Storm (Typhoon No. 9).
The Thuong Nhat hydroelectric plant project is invested by the Vietnam hydroelectric power plant joint-stock company with a capacity of 11 MW. This hydroelectric reservoir has not been approved for operation by the Thua Thien Hue province.
