Hydropower in Thua Thien Hue accumulates ‘underground’ water

In three days, the Nam Dong district leader (Thua Thien Hue) twice searched the Thuong Nhat hydroelectric power station to reflect illegal water accumulation.

On the afternoon of November 16, Mr. Tran Quoc Phung, Chairman of Nam Dong District, said that the relevant forces had reported a violation of the illegal water storage of Thuong Nhat Hydropower in Thuong Nhat Commune .

According to Phung, on November 13, the Thuong Nhat hydroelectric power station, although not allowed, still stores water before the Vamco storm hits, with the water level of the reservoir at an altitude of about 115 m.

The local government sent a written report to the province. After that, the province sent functional forces to monitor hydroelectricity, asking the plant to open 5 valve gates in a fully open state. When the Vamco storm passed (November 15), functional forces withdrew, Thuong Nhat hydroelectric power continued to accumulate water. The incident was discovered when the inspection team entered this hydroelectric power plant on the morning of November 16. “We make a report and inform the province for its management according to our competence,” said Phung.

Before the above information, Mr. Phan Ngoc Tho, president of Thua Thien Hue province, said that “the province will assign departments to inspect and evaluate” and strictly deal with regulations. According to the statement from the president of Thua Thien Hue province, the reservoirs were not allowed to operate like the Thuong Nhat hydroelectric power station, forcing the gate to remain fully open.

This afternoon, Mr. Le Van Khoa, Managing Director of Thuong Nhat Hydropower Company, said that he was working with the province to explain the matter. He said that after receiving the provincial dispatch, the unit always kept 5 outlet valves and did not store water. The time the company closes the valves is to dredge the landslide discharge channel.

Earlier, at the end of October 2020, the Department of Industry and Commerce of Thua Thien Hue Province sent a document to the Central Power Corporation not to purchase electricity from the Thuong Nhat hydroelectric plant until Thua Thien Hue allowed storage of water. The reason is that the Thuong Nhat hydroelectric plant has stored water and did not strictly comply with the Molave ​​Storm emergency power response.

The Thuong Nhat hydroelectric plant project is an investment by the Central Vietnam Hydropower Joint Stock Company, with a capacity of 11 MW. This hydroelectric reservoir has not been approved for operation by the Thua Thien Hue province.
