Then, at the Phu Tho Hoa Neighborhood Police Station, Senior Lieutenant Chien was the one who took the testimony. M. is allowed to use her cell phone and call her relatives to bring in VND 100 million to “settle down”; Then M. was released.
On February 8, 2019, the Phu Tho Hoa District Police detained another person, LMC, in possession of 1.2 grams of “stone” drugs. At this point, Captain Hien took a testimony and asked for the money to “settle” for it. Upon learning this, C. called his family members to bring 140 million VND and 2 gold threads to the bathroom, as requested by Hien; the next morning, C. was released.
These behaviors are detected and managed by functional forces. The case is being investigated by the Ho Chi Minh City police.
