An inmate in Tangshan, Hebei Province, China, accused of having obtained large sums of money by cheating on his girlfriend over the phone is being investigated by the provincial authorities.
Luo Rongbing was jailed from 2007 to 2017 in Tangshan for stealing. In 2014, he befriended a single mother, Zhou Huiling, via WeChat, according to a report by The Beijing News.
Luo did not tell Zhou his true identity, only saying that his name was Wang Xiaokun and that he was currently deputy director of urban construction in the Tangshan Seaport Economic Development Zone, according to the report.

By chatting often, the couple gradually builds a stronger relationship online. Luo was accused of cheating Zhou out of more than 380,000 yuan (1.3 billion VND). Zhou said he had borrowed money from him for bribing officials, seeing doctors and doing other things.
Zhou requested to see Luo face to face many times, but the hospital had enough reasons. She began to doubt her identity in 2016 when she heard from a relative of Luo who was in prison.
Luo finished her prison term in January 2017. In May, the single mother finally met Luo using another WeChat account. The next day, Zhou accused Luo of fraud. The Lubei court sentenced him to 8 years and 6 months in prison in December 2017.
But Zhou insists that he has not received any notification from the court. He asked prison authorities in Tangshan and at the provincial level why Luo could have a cell phone in prison and could converse with her regularly via WeChat, The Beijing News reported.
According to Zhou, the Tangshan Prison told him that the staff were not aware of the phone and that it was possible that some outsiders who came to work at the prison had given it to Luo.
The Hebei Prison Bureau said on November 20 that it had set up a team to investigate the incident after certain information in the media attracted the attention of the public online. A statement from the Hebei Bureau of Prisons said it would punish accomplices under the law if their actions are found to violate rules and regulations.
