Immediately after the Ministry of Education and Training consulted the draft Decree on the mechanism of collection and management of tuition fees for educational institutions of the national education system and the policy of exemption and reduction of tuition, subsidizing the cost of learning and fees for services in the field of education and training, parents and teachers have spoken out on this proposal.
The new tuition reduction is a humanitarian policy
Do Tien readers sent to the newspaper Youth Opinions: “In my opinion, at the moment, there will be no increase in tuition fees until the end of 2021. The reason is that even in the roadmap for the salary increase, the Government also postpones the application time due to the impact from the Covid-19 epidemic, which causes the economy and people’s work is seriously affected. In addition, there are natural disasters, storms and floods, people face more difficulties … Meanwhile, economists have predicted that 2021 will be a particularly difficult year due to the above impacts. Therefore, in the near future, the reduction of school fees, especially the exemption and reduction of fees for the children of families affected by natural disasters and epidemics, is a humanitarian policy ”.
Regarding Ms Nguyen Thanh Van, mother of a student at Au Duong Lan Primary School (District 8, Ho Chi Minh City), she is concerned: “Currently, the primary school does not have tuition fees, although not much, but epidemic diseases are concerned about doing precarious jobs. From the beginning of the year until now, my work as a tour guide has stopped. Now, business activities don’t know when they will stabilize, but they see proposed primary school fees in urban areas from 300,000 VND to 540,000 VND / month but they want to “have a heart attack” …
Parents pay 5-10 times the amount of the above school fees
Meanwhile, referring to the tuition fees proposed by the Ministry of Education and Training for the lower secondary level of the 2021-2022 school year, Mr. TTB, the parents of students at Phan Cong Hon High School (District of Hoc Mon, HCMC) were startled. My daughter: “Currently my daughter is in sixth grade, the enrollment is 30,000 VND / month, but if it is the next school year, the enrollment rate proposed by the Ministry for urban areas is 300,000 VND to 650,000 VND / month. Perhaps parents in Ho Chi Minh City have to pay tuition fees at least 10 times higher than the old fee. This is really a financial pressure for families at this time.
In particular, the father of Duong Thanh Hung, whose son is in grade 6 in District 1, Ho Chi Minh City, raised the issue, from 2019 until now, Ho Chi Minh City is implementing a policy of reducing rates of tuition for high school students. The current city fees are much lower than the established tuition level. If the Department applies a new tuition rate next year, parents will have to pay an amount increased from 5 to 10 times the previous rate. Lower secondary enrollment regulated by the Ho Chi Minh City People’s Committee is known to be 30,000 / month and 60,000 VND / month (depending on the area).
Also with the tuition proposal of the Ministry of Education and Training, the primary level that is exempt from tuition will have to pay tuition fees, depending on the region, ranging from 50,000 VND to 650,000 VND / month. In sharing about this, the principal of an elementary school in District 7, Ho Chi Minh City, stated: “In the revised Education Law effective as of July 20, 2020, elementary school students are exempt from the Tuition fees, so do the Department’s regulations on the collection of tuition fees for students at this level comply with the law? Also, at this time, when all families, all citizens and the economy are suffering the effects of the Covid-19 pandemic, is it appropriate to propose an increase in tuition? Regulators should consider this issue. “
