On September 8, the People’s Council (People’s Council) of Ho Chi Minh City supervised the use of housing and the management of public lands by the Department of Natural Resources and Environment and the Department of Construction. The fact shows that the management of public housing in these two departments still has many problems that the delegates of the Popular Council call “the old story.”

There are almost 10,000 vacant resettlement apartments

According to the Department of Construction, at present, the Department’s Construction Inspection and Housing Management Center is assigned to manage 9,434 apartments and more than 2,500 vacant lots for resettlement. In particular, some manage to wait for the auction (about 4,800 units), others (more than 2,000 units) waiting for resettlement for future projects.

Specifically, projects in the new urban area of ​​Thu Thiem currently have more than 5,300 vacant resettlement apartments on plots from R1 to R7 in the 38.4ha Binh Khanh resettlement area, almost 1,000 apartments in the resettlement project. settled in Vinh Loc (Binh Chanh district), one apartment in district 12 still has 320 apartments, 220 apartments in Tan My apartment (district 7), 470 apartments resettled in Binh Thanh district (not actually delivered yet ) …

According to the Construction Department, the People’s Committee of the City has the policy of auctioning 3,790 apartments in Thu Thiem and almost 1,000 apartments in Vinh Loc.

Mr. Huynh Thanh Khiet, Deputy Director of the Construction Department, said that the number of apartments in the new urban area of ​​Thu Thiem has been auctioned twice, but there are no successful buyers yet. “Perhaps because the number of apartments is too large. Therefore, the People’s Committee of the City has a policy to divide the number of apartments at the next auction,” Khiet said.

With such a large number of vacant apartments, authorities admit that the cost of administration and maintenance is very high.

“Empty apartments still have to be cleaned, maintained and managed on a daily basis, but the management units have no income. Initially, the management units were overloaded, but for a long time they had to cut back.” Since then, the departments have been degraded and have to pay for their maintenance, maintenance and consolidation before being auctioned, ”reported an official from the Construction Department.

According to the Center for Housing Management and Building Inspection, in 2020, the People’s Committee of the City will spend around 71 billion VND to keep these vacant resettlement apartments.

Difficult to recover public land

In the morning supervision of the same day for the Secretariat of Natural Resources and Environment, the representative of this agency mentioned many difficulties in the acquisition of public land for auction.

Vo Cong Luc, director of the Center for Land Fund Development (Department of Natural Resources and Environment), said that there is a situation where organizations and individuals whose land has been acquired try to find ways to make complaints, grievances and encroachments of land. non-voluntary delivery of the central premises.

Many real estate addresses assigned to the Land Fund Development Center for recovery have been invaded and illegally used, such as House number 387 Tran Hung Dao, House number 86 Tran Dinh Xu (Co Giang District, District 1). ), house and land number 400 Nguyen Duy (District 8) …

According to Mr. Luc, in terms of the current situation, many housing facilities are subject to the management and arrangement of public housing, but there are many families living there. These real estate facilities are rotated, delivered between different units, and then used according to the current state.

People live on public land, but have long been asking to be legalized. By the time the Land Fund Development Center receives the facilities, it is entangled with these homes, so they cannot have “clean” land to auction.

Regarding the dismantling solution, Mr. Luc proposed applying a policy of compensation, support and resettlement when the State recovers land to relocate these homes.

“Pending additional regulations on sanctions in the case of failure to deliver public lands, I propose the fair acquisition of land through an administrative method of enforcement. The Department of Justice advises the City Popular Committee to implement this procedure. In this way, public land will be acquired and put up for auction ”- proposed Luc.

Mr. Luc also proposed that the monitoring team give its opinion to the Popular Committee of the City in advance to consider and resolve the case where the projects do not have a land fund to deliver, the investor would like to pay in cash to comply with the obligations. swap of public lands.

In this regard, Mr. Vo Trung Truc, deputy director of the Department of Natural Resources and Environment, said that the exchange of public land in commercial housing projects depends on the type of land that has a certain conversion rate. In the past, the TP handled currency conversion for businesses. However, right now, the leaders of the People’s Committee of the City have a meeting and declared that they are determined not to convert more to cash. This should definitely be done strictly.

According to Mr. Truc, agencies, organizations and companies can only retain and use premises appropriate to the function of the profession on the basis of savings and efficiency. It is necessary to resolutely recover the unused, unoccupied and irresponsible lands that are usurped, leased, loaned … to organize an auction to collect and remit the budget.
