If not all points are deducted, the authorities must reissue 12 points to apply for the next year or in a year in which the driver does not commit any infraction, they must accumulate points, or restore points to the driver’s license every year . year.
On that basis, the Government will specify the authority, the reasons, the order and the implementation procedures, ensuring simplicity, reasonableness and avoiding problems for people.
The Government claims that adding and subtracting points on driving licenses is only a management measure, not a form of administrative sanction.
Regarding the scope of the adjustment, the Government discussed and agreed: the bill to guarantee order and safety of road traffic regulates issues of traffic regulations; driver training, testing and licensing; registration and issuance and revocation of motor vehicle license plates; organization of traffic safety and command and control of road traffic; solve traffic jams and accidents; law enforcement measures to detect and address road safety violations.
The Government assigned the Ministry of Public Security to receive comments from members of the Government, urgently review and complete the bill, and report to the Prime Minister for his consideration and decision to present it to the XIV National Assembly in the X session.
According to the representative of the Traffic Police Department, in the next draft, the unit will absorb and supplement under the direction of the Government. 12 points are specified in the driver’s license corresponding to the 12 months of the year.
The Ministry of Public Security will not put scores directly on the driver’s license, but will encode and store it in the driver’s license data system.
