The congress was attended by 450 delegates, including 20 natural delegates, 430 delegates elected directly from the congresses of 60 party committees dependent on the Central Military Commission. Secretary General and President of State Nguyen Phu Trong will attend and directly lead the 11th Army Party Congress.

Also according to Major General Vu Dinh Van, this congress will have many new points compared to previous congresses. Specifically, the congress prepares 16 action programs to implement the resolution. Each action program is assigned to the units, with the implementation time and milestones for the fulfillment of specific objectives.

Congress also had plenty of time to discuss key solutions to boost the defense industry and modernize the military; reorganize the general staff of the army apparatus, with the objective that by 2025, the force and the army payroll basically reach the goals: orderly, compact and strong. The strategy is that by 2030, the army will have more and more modern forces and troops.

Major General Nguyen Van Duc, Director General of the General Department of Politics of the People’s Army of Vietnam, added that in addition to the agenda, on the sidelines of the congress there will be exhibitions, introduction of weapons, equipment, Modern military weapons are being installed in military units.
