Mr. Nguyen Duc Chung was brought to trial for seizing secret state documents under Clause 3, Article 337 of the 2015 Penal Code, and was prosecuted with a sentence of 10 to 15 years in prison. This is the highest penalty for this crime.

The defendant Pham Quang Dung (37 years old), a police officer from C03, Ministry of Public Security, was also prosecuted with the same sentence.

The other two defendants, Mr. Chung’s private driver, Nguyen Hoang Trung, and Nguyen Anh Ngoc, 46, former deputy director of the Hanoi People’s Committee Office, were charged with the same charges. These two people report to Mr. Chung’s subordinates, former police officers, assigned to work in the Hanoi People’s Committee Office.

The results of the investigation determined that Dung had seized 9 documents on the list of state secrets at the “Confidential” level related to the Nhat Cuong case five times, of which he passed 7 documents to Mr. Chung twice.

The indictment showed that former investigator Pham Quang Dung had planned and repeatedly attempted to steal confidential documents.

Specifically, on the night of 4-6-2020, former investigator Pham Quang Dung broke into the office of the leader of Ward 14, C03 with the aim of appropriating the documents of the Nhat Cuong case. Dung previously said that he had stolen and stolen the key to this room to implement the plan.

Here Dung took 26 research document photo files and used Viber to transfer everything to Mr. Nguyen Duc Chung. Upon receiving these documents, the former president of Hanoi continued to use Viber to transfer it to his own driver and requested to print it on paper.

The defendant Nguyen Hoang Trung asked Nguyen Anh Ngoc to print it and pass it on to Mr. Chung.

The investigating agency conducted an inspection and concluded that among the stolen documents, there were 9 secret status documents of the “Confidential” level.

The investigating agency assessed that the four defendants were officers who worked in legal protection agencies, had knowledge of the law and crime prevention operations, so they had a very sophisticated trick. “, taking advantage of technology to erase traces, concealment.

During the investigation, Mr. Chung admitted and reported his crime and repented of his repentance.
