During the purchasing process, he contacted Nguyen Ngoc Nhat (staff of Vitech Science Development Co., Ltd.) and then contacted Nguyen Thanh Tuyen (employee of Phuong Dong Medical Equipment Co., Ltd.).
Cam “set” the plan to buy Phuong Dong’s automated real-time PCR system for 7 billion dong. However, when it became known, Tuyen refused to sell directly to CDC Hanoi.
Because he did not know where to buy the device elsewhere, Nhat put forward some company names, the former CDC director agreed with the point that “which company does not matter, as long as the right machine is supplied with the price, type and quality that Phuong Dong has cited. “
As a result, Vietnam Trade and Scientific Materials Co., Ltd. – MST led by Dao The Vinh as director won CDC Hanoi package 15, including automated real-time PCR system worth 7 billion VND (in fact , the market price is only almost 3.12 billion – PV).
The former director of CDC Hanoi confirmed that the purchase and sale of medical equipment is his own decision. So far, the defendant found that he had violated the regulations on the organization of the tender, for which he assumes responsibility.

Counterattack compared to the prosecution
In particular, in the indictment, the Supreme VKSND determined that Nguyen Ngoc Nhat had directly visited Nguyen Nhat Cam and agreed to spend 15% of the invoice value of the automated real-time PCR system. For his part, Cam admitted that Nhat had promised to spend a percentage, but did not remember the specific number.
The Supreme VKSND stated that although the defendants did not pay the money as discussed, there are sufficient grounds to determine that Mr. Cam had a vested interest in intentionally violating the regulations on the designation of package No. 15.
However, today in court, Mr. Cam denied this testimony and repeatedly said “I don’t know anything about the% deduction.”
According to Mr. Cam, in the investigative agency, the policeman told him that the defendant Nhat had such testimony (he extracted 15% of the value of the invoice – PV), at that time he stated “never listen to him now.” Today, he still has your testimony.
The former CDC director also claimed to know the most familiar because he knew that this defendant was an employee of Vitech Science Development Co., Ltd., the unit that had just won the chemicals procurement package in Hanoi. Mr. Cam came to Nhat hoping that Nhat would introduce him to places where he could buy machines.
Being called to the podium to testify immediately after that, the defendant Nhat also said that some of the contents of the indictment for prosecution were inaccurate, including the fact that Nhat promised to divide 15% of the invoice value for Mr. Cam. The defendant claimed that this detail was not correct, because there was no agreement between the defendant and the former director of CDC Hanoi as the prosecution.
Nhat has said many times that he is just a technical specialist, that he does not know prices, offers, purchases and sales. Even so, the defendant admitted that he has the responsibility involved.
