The debate in the National Assembly on the morning of November 6 was opened with the question of delegate Le Thanh Van (Ca Mau) on whether the General Confederation of Labor of Vietnam fired the Rector of Ton Duc Thang University, Le Vinh Danh, he was right or wrong. in terms of authority.

In response, Deputy Prime Minister Vu Duc Dam said the government supports the university’s autonomy model.

The Higher Education Law clearly states that the school council is the powerful body of the school, so leadership positions, including the principal, must be decided by the school board and recommended to the competent authorities. Specifically, in this case, the Vietnam General Confederation of Labor will recognize and approve.

“Therefore, if there is a school board for the Vietnam General Confederation of Labor to handle Principal Ton Duc Thang without relying on the school board’s proposal, it is illegal,” said Mr. Dam.

However, the deputy prime minister said this is a special case because the board of directors of Ton Duc Thang University has expired. Meanwhile, the consolidation of the school council was delayed for subjective and objective reasons.

At the time when the Rector’s Board of Ton Duc Thang University, including the principal, received the discipline, the school did not have a school board.

Mr Dam acknowledged that “something is not clear here,” so he added to delegates that the Prime Minister had instructed the Ministry of Education and Training to function as the state agency for management in education, to take a step in the direct.

Consequently, the Ministry created a delegation directly assumed by the Vice Minister, clarifying what is right and what is wrong and providing guidance. First, the school board will be established in accordance with the law.

“The delegation has worked, there will be reports and instructions here,” reported Mr. Dam and said that Ton Duc Thang University is a good model, a bright spot for the autonomy of higher education, thanks to the closing contributions of the Party, the State, the authorities of Ho Chi Minh City, the General Confederation of Labor and the collective of teachers and school leaders, including the principal.

However, the cadre management according to Mr. Dam is to comply with Party regulations on cadre and civil servants law and cadre management practices.

Continuing the debate with the opinion of Mr. Le Thanh Van, delegate Tran Thi Dieu Thuy (Ho Chi Minh City) – president of the Ho Chi Minh City Confederation of Labor, who participated in the school council – said that in the terms of Ton Duc Thang University does not yet have a school board and the authority to discipline the school principal is the agency in charge.
