According to the investigation, around 1 p.m. on September 11, the Hoa Binh city police verified the management of the Minh Minh karaoke bar, owned by Vu Thi Kim Minh (born 1973 in the Huu Nghi neighborhood , Hoa Binh city).

Through inspection, the police force discovered that Dung was “bald” and 19 young men and women showed signs of organizing and illegal drug use in two karaoke rooms.
Confiscated exhibits include 2 ATM cards, 1 ceramic plate, 1 plastic bag containing white powder, and 2 gray tablets suspected of being drugs.
Hoa Binh City Police identified suspect Le Duc Hung (born 1982, resident of Dong Tien neighborhood, Hoa Binh City) as the person who organized the illegal use of narcotics for the mentioned group.
At the time of the inspection, Le Duc Hung was not present at the karaoke bar. After being mobilized, suspect Hung went to the police station to confess.
At the police station, Le Duc Hung confessed to all organized acts of illegal drug use.
