The trial in the first instance of 29 defendants in the Dong Tam case is coming to an end. Will there be a sentence similar to that of the prosecution or will it be a little more “lighthearted”, not even a death sentence?
All reflect in part the power of public opinion; in the opposite direction is to show confusion in the kind of absolute power that tries to increase in an increasingly dangerous situation.
Remembering the Cong Roc case – Doan Van Vuong
So many frustrations and anger accumulated over the years over the land make both the government and the public seem to have forgotten the most shocking event in modern Vietnam history regarding the land dispute eight years ago. .
It should have been a great lesson for the authorities to handle Dong Tam’s case, because the circumstances were too similar between the two cases. Also in land disputes, the armed forces launched a “campaign” to attack weak peasants, then suffered heavy losses due to their fierce resistance and also violated the law on the government.
However, with Cong Roc, it must be said that the Prime Minister at the time was assertive and alert. In the early days, he appeared to have ordered the local government to “strictly punish” those who opposed the government. Fortunately, the state media entered very quickly, but as if there was no timely “direction” of the propaganda, they defended the peasant brothers Doan Van Vong.
In addition, there is also the role of (late) President Le Duc Anh, and some other former officials, after only a few days, expressed their opposition to the Hai Phong government in the incident.
And public opinion defends Doan Van Vuong’s family on the Internet for free, from many intellectuals, including the former police general, etc., it goes without saying.
Immediately, the Government “pivoted” (?), With local leadership, then a month later there was a press conference to ask for discipline at all levels in Hai Phong.
As a result, as a means of “reconciliation”, both the State and the peasants in the case suffered the consequences, but lighter than the general judgment.
However, there is one important thing that has not been handled, so it contributes significantly to today: Dong Tam.
Forget should have Dong Tam
That “forgotten”, “not processed” has to do with the role of the “sword of the Party”.
An attack against the law, that only the district government was responsible for Tien Lang, while the police force, the military participated, “no brains.”
Colonel Do Huu Ca praised himself as a “beautiful battle” and then, just before Doan Van Vuong’s appeal trial, he was promoted to Major General.
In the case of Cong Roc, the police force was “lost” too much. Not only are they wrong, but they also exhibit too weak an experience.
But at Dong Tam in 2017, maybe they even felt “baffled” a thousand times. That is an important point that is difficult to describe to provoke the consequences of 1/9/2020.
If there is a strict internal review, with the above instructions, there is discipline, even a trial for those who participated in the attack on the property of the Doan Van Vuong brothers at that time, then it will surely be a warning to this force not to abuse too much power.
Unfortunately I didn’t have that, not even the opposite.
From that arose subjective, arrogant, so that when “flapping”, “pride” surfaced, leading to accumulated disasters. Fail close to failure!
Do not stop there, after January 9, the errors continued until the trial of first instance …
Mistakes must be stopped
At least this Dong Tam case is the third mistake made by the police nationally and internationally in almost half a century.
In the last two serious mistakes, there was the role of the police leader, but there was no serious learning, and no strict discipline. Now it cannot keep repeating itself.
An important question we must ask ourselves is whether or not the highest levels of the Party and the State will participate in the decision to “deal with” Dong Tam on January 9. And if so, have they been fully and accurately reported both before and after the attack?
If the answer is YES, I’m afraid the leaders will once again “hold back” with their authoritarian tool; Then the ax of public opinion and public trust will be lost.
If the answer is NO, now is the best time to display information, resolutely regulate that tool.
Another equally important question is whether the “non-transparent” economic interests behind the Dong Tam incident (including the Cong Roc case).
The results of the first instance, then the appeal session may reveal some suggestions for the previous two questions. And then whether or not management within the police will contribute to the answer.
The Party’s fight against corruption, led by TBT-CTN Nguyen Phu Trong, needs the role of the police, but it must be a strong and clean force.
If you want to do that, you cannot just “shut up and tell yourself”, as long as the hearts of the people are not favorable, full of doubts in the cases of corrupt officials because the management is not thorough.
The sacrifices that many peasants make, from money to people through these cases, are painful, but respectable and are also necessary in the fight against corruption, forcing the state to adopt policies. land rights and democratic freedoms.
The “loss” of the people of the state, the police, once they abuse their power, violate the law in these cases, they are very worthwhile, to reduce public frustration, to generate trust, hope.
Is it possible that you just have to sacrifice the people and that the people of the state want to “win” forever?
