We have to stop, not to innovate, but only to complete the first stage of innovation. Next we will innovate, because with education innovation is a continuous journey, so it is very necessary to recognize calmly, “said Mr. Dam.

Mr. Dam also said that one solution is the key to innovation is to build a healthy educational culture. How to make each school a symbol of culture. “For example, in front of many teachers, I would like to say bluntly, all the things we struggled with and suffered from about the renewal of the exam cannot be delivered to the localities, because the exam is very tight. Cheating, also asking for points, there are all kinds of things. We must rectify this, with a constructive spirit, so that all educational institutions are a symbolic institution of culture. It is the law of Ton Duc Thang University to determine right and wrong

In his speech, Mr. Dam also mentioned an outstanding result that we have achieved is the autonomy of higher education. Although that path has yet to continue, but initially we have proven its veracity, it has been legalized in the Education Law and the revised Higher Education Law.

Mr. Dam brought up the history of Ton Duc Thang University (with Mr. Le Vinh Danh being disciplined) recently, a topic that brought up the issue of university autonomy again. “We need to look calmly to realize that autonomy like Ton Duc Thang’s does not compare to true university autonomy. I entrusted the Ministry of Education and Training with the creation of a delegation, headed by a vice minister at the head of the mission, to consider what is good and what is good, what is bad or bad. We will advocate for autonomy in accordance with the law. The highest governing body should not interfere in the administrative and professional activities of the university, ”Dam said.
Mr. Dam stated that professional and academic autonomy is the essence of higher education. The university is not only a place to impart knowledge but also a place to create knowledge, if you want to do it, you must have autonomy in human resources, apparatus and finances to serve professional autonomy. And what is right and what is wrong, then just comply with the provisions of the law. In addition to the Education Law, the Higher Education Law also has many other regulatory laws, such as the Public Employees or Party Members Law, which are governed by the Party statutes. Neither optimistic nor too pessimistic

Mr. Dam also recalled that the education sector must not be allowed to fall into the extremes of recognition and evaluation. In education we have many achievements, such as the Pisa assessment, the World Bank human resources index (that is, the majority assessment in general education), we have the steps going very well. For the university, 5 years ago, from out of 100 countries (that is, without ranking), we have gradually progressed, now in 70th place.

That shows our Resolution 29 on the right track, we have complete results. But on the other hand, every year in education, there is something else, if you are not careful, you just look at each specific case, if something goes wrong you will lose confidence, you erase all other results.

“We are optimistic, for example, judging Pisa, there are some in which we are only tenth place, I think we are the best in the world. So we must avoid those two extremes, calm down to have faith and strive. I say that to show that we have overcome difficulties to make comprehensive progress in many ways. Those things, not for some points that we are not satisfied with, some flaws are almost evident in the innovation process, but we lose confidence in the educational innovation race. Society’s high educational expectations, we must always make efforts, ”recalled Mr. Dam.

“Education is not separated from the socioeconomic development situation of the country. Education does not generate money, but it also spends a lot of money, but without it it does not create the conditions to earn money, for socioeconomic development. We have given priority to it, but here the Party committees and authorities must continue to give priority to education ”.
