Now that power must be transferred gradually, from the governing body (that is, the owning agency) to the school board, which represents the owner.
In addition, we must make a partial transition from the state management agencies (ie the Ministry of Education and Training) to the school board; a partial transfer of authority from the principal and administrators to the school board.
To do this, schools must have a school council in accordance with the law. This shift in power has yet to take place in many places due to a lack of communication within schools, mainly due to the perception of the leadership team. “Some principals themselves don’t want to lose their rights, they don’t want to transfer their rights to the school board, they still want me to be the principal, I’m the greatest in the school. Now we must have a clear orientation for the schools, the principals are not simultaneously secretaries of the party committee, ”said Deputy Prime Minister Vu Duc Dam.
