Obstacles related to officials, salaries and transfer of power

There has been a situation where several schools, a company, an owner invest as a group of investors, they consider that school as their owner and they are determined. That is not true. In the long run, it should be owned by the whole of society, not because I put in money, but because I decide to close one thing and another.
In the practical implementation of university autonomy, there are two very important things. First, there must be a school board in accordance with the law. To do so, there must be a change of power.
