Individuals from one local outbreak to another must complete a medical statement, screening, and health check; the rest of the other locations were returned to their homeland as normal.
On the night of February 4, Deputy Health Minister Do Xuan Tuyen said he had received comments from people that many localities had different forms of isolation from people returning from epidemic areas.
According to Mr. Tuyen, from the Covid-19 outbreak until now, Vietnam has always fought against epidemics according to the principles of isolating, locating and eradicating the epidemic. The Government has assigned the provincial People’s Committee based on specific circumstances to decide on the quarantine (lockdown) a “reduced-scale” site where Covid-19 infection occurs. “Therefore, an outbreak (epidemic area, translation point) can be a residential conglomerate, an apartment complex, a street, a neighborhood, a town, a village, a commune or, more generally, a city. The new blocking method is considered an outbreak, “Mr. Tuyen explained.
For example, Chi Linh City (Hai Duong province); Van Don Airport (Quang Ninh Province); 11 areas in Hanoi, such as Duy Tan Road 86 Lane (Dich Vong Hau District), Bach Tru Village (Tien Thang Commune, Me Linh District) … are considered outbreaks because they are being blocked. Places other than these places where there are no cases are not considered outbreaks.
Also, during the outbreak, the authorities will classify F1 (it must be centrally isolated); F2 (home isolation); F3, F4 and other cases, the local authorities will decide whether to leave the blockade area.
“People in the outbreaks, when they return to their homes or move to another locality, have to do medical reports and monitor their health in their homes. And those who are not part of the epidemic outbreaks can still migrate to the locality. Or return. to the hometown, carry out normal activities and ensure the necessary measures such as washing hands, disinfecting, wearing a mask, limiting the crowds, “said Vice Minister Tuyen.
Because the Government has assigned localities to decide on zoning and quarantine, during the process of people who report health, the health agency will evaluate to consider the application of appropriate quarantine measures for those who come from epidemic areas with high risk of infection.
Mr. Tuyen also said that the Ministry of Health is drafting a document to guide localities to isolate people from the epidemic area, for a unified and synchronous implementation across the country. Scheduled for this morning (February 5), the document will be issued.
Sharing the same point of view, associate professor Tran Dac Phu, former director of Preventive Medicine (Ministry of Health), said that, in principle, only people returning from epidemics, that is, places where Covid-19 is reported, a new quarantine is required. . These can be people who left the outbreak before the lockdown order or fled the closed site.
“It is not necessary for a certain locality to isolate all the people who come from a district or commune where there are some places in the area where Covid-19 is registered,” said Mr. Phu.
He analyzed, those who return from Chi Linh City need quarantine; But if it is only because Hanoi blocks lane 86 of Duy Tan Street (Dich Vong Hau neighborhood), it is not appropriate to isolate everyone in this neighborhood.
In the past, many localities have called for the isolation of local people who have moved to their homeland to celebrate the Tan Suu Lunar New Year 2021. Hai Phong City requested the concentrated isolation of people in the same commune and neighborhood with Covid-19. ; Thua Thien Hue concentrated quarantine and PCR test samples for all citizens of Quang Ninh, Hai Duong, Hanoi city districts announced by the Ministry of Health with translation points and locations by the Ministry of Health.
