Until now, the bill has been commented by the ministries and branches, evaluated by the Ministry of Justice and members of the Government. However, there are still many problems and obstacles, which have not been widely agreed on enforcement issues, unorganized cases, participation in protests, competition to register protests …

In addition, according to the Ministry of Public Security, the protest bill has a great influence on social life, which is very interested in the masses, so it must be carefully investigated, quality guaranteed and appropriate to reality. , do not allow the hostile and reactionary forces to take advantage of the notoriety of the law, but to distort and sabotage the activities.

To effectively implement the law, it is necessary to complete the relevant laws, such as the Emergency Law, the Law on Handling the Use of Weapons, Explosives and Support Tools …

Therefore, the Ministry of Public Security proposed and was approved by the Prime Minister to inform the Standing Committee of the National Assembly to allow delay in the presentation of the bill to allow more time for research, content unification and the completion. it will be submitted to the National Assembly for its consideration and comments in accordance with the regulations.

Also related to this issue, most recently presented to the Standing Committee of the National Assembly a proposal for a program for the elaboration of laws and ordinances in 2021, adjusted in 2020, the Government said that, for the moment, it has not proposed to present the proposal. This law in the program.

This proposal also does not specify any deadline for submitting a bill to the law / ordinance formulation program. Meanwhile, the term of the XIV National Assembly is gradually closing. The Demo law will almost certainly continue to “miss appointments” in this course, after many delays and deferrals.

Meanwhile, responding to the press at the beginning of this National Assembly period, the President of the National Assembly, Nguyen Thi Kim Ngan, stated that the Demonstration Law would be seriously considered by the 14th National Assembly after the Government presents it , not to go back. duration.

Regarding the plan to “pay the debt” to this bill, Secretary General Nguyen Hanh Phuc explained that it was not the National Assembly who did not care about the Demonstration law but because the Government had not yet presented it. According to the Secretary General of the National Assembly at that time, “The Government is preparing this bill, when it is fully prepared, it will be presented to the National Assembly.”
