At the conference, the Central Government gave many comprehensive directions on issues related to socioeconomic development, income and expenditures of the state budget in the first 9 months of 2020 and the forecasts for the entire year 2020; expected development plan for 2021 and 3-year state budget – financial plan 2021-2023.

The Central Committee assigned the Politburo to the leadership of the Government Party’s Civil Affairs Committee to assume the main responsibility and coordinate with the relevant bodies to continue with the study and improvement of the new salary regime, ensuring that it is appropriate to the economic situation . budgetary capacity and in accordance with the points of view and directions of Resolution No. 27.

In addition to the above content, in five business days, the Central Committee of the Party has provided valuable comments to the draft documents presented to the XIII Congress. The Central Committee of the Party assigned the Politburo to continue studying, absorbing and refining the draft documents to present to the XIII Congress.

The objective is that, as of 2021, a new unified salary regime is applied for cadres, civil servants, public employees and the armed forces; in which the lowest salary of the cadres, civil servants and public employees is equal to the lowest average salary of all the regions of the business sector.

For the business sector, starting in 2021, the State periodically adjusts the regional minimum wage based on the recommendation of the National Salary Council.
