Deadly Drain: Who Is Responsible?

Deadly drain: Who is responsible? - Photo 1.

Recently, in the Central Canal, Vinh Loc A Commune (Binh Chanh District, Ho Chi Minh City), a young man fell into a hole with a depth of more than 3 meters. The previous area was lined with pillars and lined with the floor for commerce. – Photo: NGOC KHAI

Uncovered drains were the cause of tragic deaths. This is not the first time that a drain leak or culvert collapse has had fatal consequences. Deep open drains, fast flowing water seem familiar, but they can kill people falling there in the rain and wind.

Many water wells created from unfinished construction are also fatal, but this continues. Occasionally, there is a case of pedestrians falling down culverts with or without covers on construction sites. Immediate deaths, unworthy accidents come from indifference to danger.

Who is indifferent? With the construction site, it is indifference and irresponsibility of the contractor. With the floodgates open for a long time, people see, the authorities also see but they do not repair or repair quickly. Power lines dangling across the road, construction pits are full of water, but the lack of barriers … are dangers that still plague everywhere.

If dangerous places are well fenced, there are signs that will avoid risks. Where there are drains, ponds and wells they must be repaired quickly. Where heavy rain often occurs, water is flowing strongly, steep roads need to be dealt with earlier.

Another fatal incident, the public again questioned: who is the responsibility? There is also a case where the construction unit will be penalized, it must compensate (if an accident occurs during construction). And in public, it is considered … fair, only the pity of the casualties remains, which relatives can sue whom? Many tragic and heartbreaking accidents, “falling from the sky,” are often blamed for rain, fast-flowing water, or the carelessness and bad luck of the victim.

There must be “addresses” of those responsible. The responsibility here is that in addition to compensation, civil remediation is also the sanction of administrative responsibility, including criminal responsibility, for being subjective, irresponsible or irresponsible until death.

So each one needs a little less indifference, indifference to danger. Authorities can be strongly recommended to work together to make barriers, signs in “dangerous” areas. Why not?
