Previously, the investigating agency prosecuted a total of 19 defendants in the VEC, the project management board and the construction contractors for “Violation of the regulations on investment in construction, causing serious consequences.”
VEC is the investor in the Danang – Quang Ngai highway project. The route has a total length of 139.2 km with an approved cost of more than 34,500 billion VND and divided into 2 phases.
The investigating agency determined that when implementing the project, the VEC and the construction contractor, the supervisory consultant, and related units did not meet technical standards, resulting in poor quality, causing damage. when operating and exploding.
According to the inspection results, 7/7 packages of phase 1 of the foundation layers, foundations and pavement do not meet technical standards. This is the cause of the damage to the building.
The Ministry of Public Security also determined that in monitoring activities, VEC hired many units abroad to carry out this task. However, in reality, on-site construction supervision has only a few foreign engineers, mainly Vietnamese engineers with little experience and ability.
To occur the above violations, the Ministry of Public Security evaluates the cause because the investor, the contractor and the related unit have relaxed the management and supervision; Unclear regulations outlined, lack of accountability at each stage of the project.
