The investigating agency determined that Ut “bald” and his accomplices repeatedly committed fraudulent acts in the falsification of capacity files, using the Xuan Phi software to intervene in the software system of the Ministry of Transportation, reported Income from fees to the company Cuu Long , delete data, actual accounting vouchers to appropriate 725 billion.

Specifically, after exploiting the right to charge fees, Ut “bald” has a policy of reducing the income on the book in order to appropriate the fee. At the same time, after the 5-year collection period expires, Yen Khanh Company reports the collection of the loss to continue requesting the extension of the fee collection period.

The “bald” head orders subordinate employees to reduce the income on the books to the appropriate property. Under this leadership, various subordinate employees met with Nguyen Xuan Hien (Xuan Phi company director) to contract and write software, install and maintain software that penetrated the Ministry of Transportation software to reduce revenue. .
