The Representative of Tien Giang said that the root cause of this problem stems from the rush in the evaluation stage of the Evaluation Council; lack of inspection and supervision of the educational governing body in the evaluation or choice of local textbooks.
Representative Dang Thi Phuong Thao (Vice Chancellor of Nguyen Khuyen High School in Nam Dinh Province) commented that textbooks for first grade students have many shortcomings that “need to be re-examined” such as high cost, some places require students to buy reference books. reference.
“Especially, some parents have to spend millions of dong to buy textbooks and reference books for their children,” Ms. Thao said.
In addition, some textbook textbooks still lack linguistic clarity, logic and have yet to exploit Vietnam’s cultural treasures, leading to teachers teaching and adapting.
“It is worth mentioning that these shortcomings are only revealed when they are officially put into use, but they are not discovered earlier in the compilation and evaluation process,” Thao said.
As a delegate working in the education sector, Ms. Thao said that she herself is very sorry for this incident.
In particular, Ms. Thao also asked the Government to instruct the Ministry of Education and Training to suspend the implementation of first grade textbooks circulating on the market for urgent review. For each subject, it is necessary to establish a National Assessment Council with all the new members to objectively and transparently assess each lesson, each content.
“Only when correctly identified, textbooks can be used to create peace of mind for the whole of society” – said Thao at the same time suggested clarifying the responsibilities of stakeholders for compilation and evaluation. come for approval to cast.
According to Ms Thao, for groups of authors, the income should be ascribed to the responsibility until the end, the book of which group is wrong, the publisher of that group should be responsible.
“In order not to cause frustration in people, it is necessary to have the participation of the investigating agency,” added the NE woman.
After explaining further, Minister Phung Xuan Nha said that the fundamental and comprehensive renovation will be implemented under the policy of Resolution 29 of the Central Executive Committee, Resolution 88 of the National Assembly on the implementation of a textbook program.
This innovation is basically from the program, the objectives, the contents, the methods, all the implementation elements, in which the textbooks are documents that show the program, different from the previous innovation, which is the renewal of the books. of text. This time it is to renew the general curriculum, the curriculum for each subject, then the group of authors built the textbook.

Implementing Resolution 88 with the policy of a program of several textbooks and the socialization of textbooks, the Ministry of Education and Training organized the evaluation and approval of 46 textbooks of 5 books from three publishers, of which all selected and put into use by schools. In which, voters and people have commented on the first grade Vietnamese books in the Kite series.
The Ministry of Education and Training has verified and studied the opinions of people, scientists … and found that the content of Vietnamese books in the first grade (one of 46 books) has not yet been appropriate. The Ministry has asked the Appraisal Council, the author, the editor to listen to it and take it seriously and is currently editing it to adapt it to the intonation and psychology of the first grade age. The ministry has also addressed all publishers. Copies must revise other volumes.
According to article 9 of Circular 33 on textbooks, past book experiences and world experiences, textbooks are periodically revised and revised according to reality, and are not published.
“We ask everyone to review and practice the bases, according to Resolution 122, after one year, the Ministry of Education and Training has reviewed and learned from the experience of completing textbooks. We absorb the opinions of the National Assembly, the people, together with the teaching staff, continue to revise the textbooks to make them more complete ”- said Mr. Nha.
According to the Minister of Education and Training, an important policy is to renew the program, especially the textbook must have a roadmap. According to Resolution 51, the implementation of new textbooks in a five-year roadmap, this year is the first year of implementation, with a lot of volume (46 books).
“The entire education sector has tried but it is difficult to avoid deficiencies, we continue to listen to improve better” – added the Minister of Education and Training.
Raising the sea to argue, NE Bui Van Phuong (Ninh Binh) said that the compilation of textbooks is a very big problem.

“The education industry has tried very hard, but there are some unavoidable shortcomings. However, that is not a very serious mistake, but only some of the words in the form of phonetic learning are not very appropriate. It is not a mistake, as the delegates said they had to transfer the investigative agency or criminalize this mistake ”- said Mr. Phuong and said that these mistakes can be adjusted and corrected in the next edition.
The Ninh Binh Provincial Party Committee also suggested “being very cautious”, otherwise it will cause suspicion and confusion among the people and the voters.
Don’t force students to buy reference books Regarding the idea that students are being forced to buy books, Minister Phung Xuan Nha said that according to Ministry regulations, textbooks are official and mandatory documents. Reference books are not required at school. Reference books are held by the publishers and the editor’s director is accountable to the agencies and regulators of this publication. Mr. Nha added that recently, the ministers of the Ministry of Education and Training, Culture, Sports and Tourism, Industry and Commerce, Information and Communications have met to strengthen the management of pirated books, poor quality books to ensure the market for reference books. best. The Ministry of Education and Training has also issued Circular 21 which clearly states that students are not obliged to purchase reference books in any way. “Unfortunately, in the past, in particular, there are several schools that have not implemented this regulation well. The Ministry has run localities and has directly inspected and rectified. Here, we revise Circular 21 to increase penalties to strictly administer reference books … ”- said Mr. Nha. As for the opinion of the National Assembly, the price of new first grade textbooks is about 2 times higher. The reason is that the textbooks are compiled according to the nature and competence approach. The higher the number of pages, the better the material, the color, the higher the volume and the price. Textbooks implement the socialization policy, so they are not subsidized for collection like old books. The ministry has proposed to reduce costs, the publisher has also reduced 2-3 times. In presenting the price reduction plan, the Ministry of Finance also agreed. The Ministry has also coordinated with the Ministry of Finance to advise the Government to present to the Standing Committee of the National Assembly the inclusion of textbooks in state price articles. The National Assembly instructed the reform of the Prices Law, the Government assigned the Ministry of Finance the modification of the Prices Law to include textbooks in the list of goods valued by the State. |
(PL) – Voters bring textbooks to the “control” of deputies of the National Assembly on errors in the books that are difficult to accept.
