From July 2019 to June 2020, Dung repeatedly stole investigative documents, considered secret state documents, to send to Mr. Nguyen Duc Chung. This act of stealing confidential documents is also supported by Nguyen Anh Ngoc and Nguyen Hoang Trung, officials of the Hanoi People’s Committee, who assist Mr. Nguyen Duc Chung.
At the investigating agency, the defendants involved have admitted the wrongdoing. In which, the defendant Nguyen Duc Chung was determined to be the mastermind. The defendants Pham Quang Dung, Nguyen Anh Ngoc, Nguyen Hoang Trung are accomplices and assistants. Both defendants were proposed to prosecute for appropriating state secret documents, as defined in article 337 of the Penal Code.
