According to Reuters, the aforementioned death row inmate is Cai Changpan, also known as Cai Ji Fan. He was incarcerated in the Tangerang Area Prison, a suburb of Jakarta, Indonesia, charged with smuggling methamphetamine (methamphetamine).
Jakarta police spokesman Yusri Yunus said earlier last week that Cai dug a 30-meter-long tunnel from his cell, leading to the sewer pipe and leading to a road outside the prison. He planned to escape from prison five to six months ago, according to his fellow inmates in his room. Cai retrieves digging tools, such as crowbar, chisel, screwdriver, and other tools, from a construction project in the prison kitchen.
Indonesian General Detention Center spokesperson Rika Aprianti added that Cai escaped from prison at the time of the shift. He invited a fellow prisoner to accompany him, but this man refused.

In 2017, Cai was sentenced to death for smuggling 135 kg of methamphetamine. The police found 70 kg of methamphetamine hidden in the chicken coop cleaning equipment. That same year, he escaped from police custody in Jakarta by punching a hole in the bathroom wall with an iron bar. At that time, Cai and several other inmates climbed a 2.5-meter-high wall, but were arrested again in West Java province three days later.
Tangerang Police Chief Sugeng Hariyanto confirmed that Cai had escaped twice, the first time he emerged from the Indonesian National Police Office cell while in solitary confinement.
After the latest prison break, Cai is wanted by the police.
Prison breaks are common in Indonesia, where most prisons are overcrowded. In 2018, some 90 inmates escaped from a prison in Banda Aceh city after breaking through a fence during a prayer session. In 2017, more than 400 inmates also escaped from an overcrowded prison in Riau province.
