Over time, bills introduced began to rise in March 2020, and were strongest in May of this year when the COVID-19 pandemic began to have a major impact in the United States. Republicans from the same party as President Donald Trump are seen as more proactive than Democrats in introducing more bills.

Although impressed by the number of bills, Kennedy said this is just a flash of lightning and believes that the next Congress of the National Assembly will be even more difficult.
