Not just money, Quan also requires victims to have sex to “get rid of the evil” on 8 and 15/4. Quan then requested an additional transfer of 15 million dong, but the victim disagreed and reported it to the police.
On the afternoon of 5/7, Quan went to the victim to receive money when the police arrested him.
