The flood water in Ha Tinh is slowly receding, passenger cars and high-powered trucks may cross National Highway 1A, but they go very slowly, many motorcycles are washed away.
On the afternoon of October 20, Ha Tinh only had a little rain, the flood water in Ha Tinh City, Cam Xuyen District, Thach Ha … had retreated about 20-30 cm compared to yesterday . Many roads and residential areas are still submerged in the sea.
The deeply submerged points in the section of National Highway 1A through the city of Ha Tinh or the ring road have been opened, but the police only allow high-pitched vehicles such as passenger cars and trucks to pass and only drive one way with north-south traffic.
In the most flooded place in Cam Vinh Commune, Cam Xuyen District, at 12 o’clock, the water was still flooded 40-50 cm, flowing fast. Each southbound convoy was connected in long lines, moving slowly through the muddy flood water. At both ends of the flood section, police cars and ambulances continually honked their horns to warn of danger.
“I have to wait for the north of Ha Tinh city for two days, now I can transfer cakes, but it is not clear how far I can go …”, driver Truong Van Nam, who brings banana pepper from Hanoi to the Ho Chi Minh City said.
Also on this road, some people tried to cross the flood flow on motorcycles and were swept away by the water. Along the rail of Highway 1A on the downstream side, there were a few motorcycles. The driver did not dare to get into the car because he was afraid of skidding.
Around noon, there was a dazed-looking man trying to find the car that passed yesterday, but he was stopped because the flooding was strong and unsafe.
Mr. Vo Truong Giang, Director of Highway Management 2.3 (Highway Administration No. 2, Vietnam Highway Directorate), said that functional forces are dividing the flow to regulate traffic through Ha Tinh. At present, arterial road 1A is only the point that passes through the Cam Xuyen district, which is the deepest flood.
“The water is going down, hopefully soon it can relieve thousands of stalled vehicles that last for several days,” Giang said.
From October 18 until now, Ha Tinh has rained heavily, with rainfall in some places over 700mm. Currently, many communes in Cam Xuyen, Ha Tinh City, Huong Khe, Thach Ha … are deeply flooded and isolated. On the night of October 19, Ha Tinh had to evacuate almost 9,600 homes with more than 25,500 people.
According to the National Center for Meteorological and Hydrological Forecasts, the influence of cold air combined with tropical convergence has an axis that passes through the Central, from now until October 21, Quang Tri to Quang Ngai provinces still moderate rain, rain intense, the total precipitation is common 40-80 mm, in some places more than 100 mm.
