He added that the Buon Kuop hydroelectric plant failed in the flood discharge process and should be responsible for the damage to people.

As Tien Phong reported, Buon Kuop hydropower discharged water massively unexpectedly, but failed to notify local authorities and people in time.

Consequently, to ensure that the lake water level does not exceed the normal level of rise, Buon Kuop Lake discharges onto the spillway with a flow rate of 1000 m3 / s to 1500 m3 / s, depending on the actual flow to the lake. On the morning of December 3, the Buon Kuop hydroelectric power suddenly released water with a discharge of almost 1,100 m3 / s. However, this unit did not inform people in the downstream area.

The previous discharge has caused the water level in the Serepok River (the section that passes through the Tam Thang commune and the town of Ea T’ling) to rise very rapidly. The water flowing upriver washed away many properties of the river people.

When asked how the company is liable for damages to people, Mr. Nguyen Duc, deputy director of Buon Kuop Hydropower Company (Dak Lak) almost denied it. “We are not causing flooding,” he said. We have already announced it (emptying the water) but it is too difficult to take responsibility ”.
