Minister Hung said that fake news in Vietnam is mainly found on cross-border platforms such as Facebook and YouTube. He stated that Vietnam is a sovereign country over cyberspace, so cross-border platforms must comply with Vietnamese laws. Recently, the Ministry of Information and Communications has done it very drastically, advising the Government to enact regulations on the handling of administrative offenses on social media.
Management tools have been built, such as the national cybersecurity monitoring center, which each day can handle nearly 300 million messages to analyze, evaluate, classify; forming reception hotlines that reflect false and malicious news.
The Ministry of Information and Communications has also worked hard with cross-border platforms, especially Facebook and YouTube, calling for bad and malicious information to be removed. The removal rate for this information increases every year.
The number of malicious videos deleted by Facebook in 2020 will increase 30 times compared to 2017. Similarly, the number of malicious videos deleted on YouTube in 2020 will increase 8 times compared to 2017; The number of fake pages removed increased 8 times.
Minister Nguyen Manh Hung said that in 2021, the ministry will continue to modify regulations related to social media and fake news. At the same time, the Ministry issued a code of conduct on the Internet, which requires the identification of users on social networks. This is a radical solution, so that users no longer think that social networks are anonymous then irresponsible, “Hung said.
Another issue that was questioned by many delegates is the treatment of solid waste. The Minister of Natural Resources and Environment, Tran Hong Ha, said that currently, on average, Vietnam generates 35,000 tons of municipal solid waste every day, about 28,400 tons of rural solid waste. At the national level, there are 381 incinerators, 37 composting ovens, the rest are handled mainly in 1,000 sanitary landfills.
Currently, the waste collection rate in urban areas is 92% and in rural areas 66%, 6% and 15% more, respectively, compared to before. But the reality of landfills is highly polluted and wasteful because garbage is not considered a resource and has not yet been recycled.
According to Mr. Ha, considering garbage as a resource, with an incentive mechanism, people will sort and increase the rate of recycling and reuse of garbage. Recently, the Prime Minister has ordered to build a mechanism for companies to join the coalition for recycling garbage, especially plastic waste. Along with that, there are the economic policies on garbage, which define the responsibility of paying the polluter. People participate in the classification of waste and the State will support the collection and treatment.
“The next solution is to build technical standards and standards, as well as identify garbage disposal as a service, and it will hold an auction,” Ha said.
